A car has to be re-registered when its owner changes: after a sale, a gift or an exchange. The procedure is handled by the Service Agency of the Ministry of Internal Affairs of Georgia (แƒ›แƒแƒ›แƒกแƒแƒฎแƒฃแƒ แƒ”แƒ‘แƒ˜แƒก แƒกแƒแƒแƒ’แƒ”แƒœแƒขแƒ). Below are the official fees, the document list and the time limits exactly as the agency website and the law state them.

How much car re-registration costs

The fees are set by law and are the same in Tbilisi, Rustavi, Batumi, Kutaisi and every other city:

In total the mandatory fees come to 200 GEL. If you choose a paid plate instead of a standard one, the price depends on the combination of letters and digits: from 150 to 10,000 GEL for a car and 300 GEL for a motorcycle (full list of paid plates).

Documents you need

You submit to the Service Agency:

During the inspection an authorised agency officer compares the car against its documents, paying special attention to the 17-character VIN on the body. The result is the inspection report.

For a foreign citizen the identity document is usually a passport. If your case is not standard (power of attorney, a company, a car brought from abroad), confirm the exact document list in advance with the agency hotline 12 72.

How long it takes

By law, registering a vehicle or changing its registration data takes one working day (Law on the fees and time limits for Service Agency services).

Re-registering a car online

Since July 2026 the Service Agency has offered remote vehicle re-registration. You can use it through the agency mobile app SERVICE AGENCY or at sa.gov.ge. The conditions and steps are described in the app and on the website (agency announcement).

Before you buy: check for arrest and liens

Before you pay for a car, get a certificate of its legal status. Besides the registration data, it shows:

Any person or company can request the certificate, at any agency office or online on the website or in the app after registering. The fee depends on how fast you need it:

Inherited car

The heir submits an application, an ID card, the certificate of inheritance, the car registration certificate, the inspection report and the fee receipts.
